Who We Are

The Umbrella for the
Quantum Capital Area

CAAQE is a non-profit association headquartered in Loudoun County, Virginia — in the heart of the DC/MD/VA technology corridor. We are being incorporated with the Commonwealth of Virginia and registered with Loudoun County as a formal organization with a charter, elected board, and governing bylaws.

Think of CAAQE as the Alphabet to Google — the umbrella organization under which the quantum ecosystem of the Capital Area grows. Our first and founding commercial arm is MaxPlancQ.com — quantum training and consulting for enterprises and professionals.

In time, other quantum startups, research labs, university spin-outs, and consulting firms will join the CAAQE umbrella — creating a federated ecosystem of quantum excellence anchored in the Capital Area.

The Case for Now

Q-Day Is Not a Prediction.
It Is a Mathematical Certainty.

Y2K was a software bug that could be patched. Q-Day is a fundamental break in the mathematical foundation of modern encryption — and unlike Y2K, there is no simple fix. The entire world must replace its cryptographic infrastructure. NIST has issued the mandate. The clock is running. CAAQE exists to lead the Capital Area through this transition.

NIST Post-Quantum Cryptography Mandate

In 2024, the National Institute of Standards and Technology (NIST) finalized three post-quantum cryptographic standards: CRYSTALS-Kyber, CRYSTALS-Dilithium, and SPHINCS+ — based on mathematical problems that quantum computers cannot solve efficiently. All US federal agencies, contractors, and regulated industries must complete migration by 2030. With quantum progress now accelerating at the pace of AI, Q-Day may arrive well before that deadline.

CAAQE is being formally organized as a non-profit association under the laws of the Commonwealth of Virginia. We are simultaneously filing with Loudoun County as our county of domicile and pursuing federal 501(c)(6) or 501(c)(3) tax-exempt status as appropriate to our mission.

A founding charter, bylaws, membership agreement, and governance procedures are being drafted by the founding members. The first Annual General Meeting will formally elect the inaugural Board of Directors and ratify the charter.
